I expect the hospitals have their own dress codes. It is none of Taliban’s business.
In the movie "Kandahar," one scene shows the procedure for a male doctor examining a woman patient under Taliban rule. A sheet is hung up as a barrier, with a small hole in it where the patient presents her eye, mouth, or whatever for examination. The doctor and patient to not speak to each other. The woman’s male companion (a man or boy supposed to be related to her) relays questions and answers between the patient and the doctor. And in the movie, it turns out the doctor has to wear a fake beard because he’s not able to grow a beard that will satisfy the Taliban. The male burqa.
